Guidelines for Bilateral Projects

In agreement with the signed Memorandums of Understanding on Scientific Cooperation between the Korea Research Foundation (KRF) and the Deutsche Forschungsgemeinschaft (DFG) the Presidium of the Czech Science Foundation (GACR) has announced the Call for Proposals in research and development aimed at supporting bilateral projects with DFG and/or KRF.
The deadline for submission of applications to the GACR was 1. June 2007.

CALL BILATERAL PROJECTS with DFG and/or KRF

In agreement with the signed Memorandums of Understanding on Scientific Cooperation between the Korea Research Foundation (KRF) and the Deutsche Forschungsgemeinschaft (DFG) the Presidium of the Czech Science Foundation (GACR) has announced the Call for Proposals in research and development aimed at supporting bilateral projects with DFG and/or KRF.
Proposals may be submitted in any of the following scientific fields: Technical Sciences; Natural Sciences; Medical Sciences; Social Sciences; Agricultural Sciences
The deadline for submission of applications to the GACR: 
1 June 2007
Guidelines for Bilateral Projects
The duration of the research projects:  one to three years.
Expected start: 1 January 2008
The Joint Research Project proposals shall be prepared jointly by collaborating researchers from both countries and shall be submitted in parallel to both funding bodies. The projects should have one responsible principle investigator on each side. The bilateral proposals, written in English, must be prepared in accordance with the terms and conditions established by each respective national agency for its own research grants system, and they must follow the respective national regulations and guidelines. The proposals have to contain a detailed description of the research project, stressing the rationale of the joint research, budget and cooperative activities, as well as the bibliographical data of the participants. Each of the funding agencies will support the basic costs of the approved projects only within its own territory.
The partner agencies have agreed to conduct the peer review evaluation of the research proposals jointly, as far as national procedural rules permit. The final decision on the funding of a bilateral research proposal will depend upon final approval from both funding agencies.
The GACR will publish the results of the Call for Proposal on its website at http://www.gacr.cz promptly after the consensus of both partner agencies on funding. The notification letter will be sent to each Applicant.

Review of a Grant Proposal

For the review of the GA CR grant project, please, use the special web application. You can login the application using the name and password which were send to you by e-mail together with the request of reviewing the grant proposal.

Basic evaluation criteria are specified in the Questionnaire section. Please specify the merits and shortcomings of the project in the commentary to the given criteria and fill the appropriate rating (10 is the highest, 1 is the lowest) into the left hand side boxes on page 2.
Your review will be treated as a confidential document; its conclusions can only be communicated to the applicant, maintaining strict anonymity of the reviewer. Please, consider the project proposal in the same way strictly confidential.

Basic evaluation criteria:

A. Scientific and/or practical quality of the project:

Expected contribution of the project to the field. Assess the probability that the project will provide fundamental new knowledge in the given scientific or technological field. This criterion is of special importance for basic research projects.

Social impact of the project. Assess the impact of the project on other scientific and technological fields and its potential in solving other problems of the society.

Importance of the project for the infrastructure of science and technology. Evaluate contributions to the quality and effectiveness of the scientific, technological and educational background of the society. Assess also the importance of the project for education of specialists in science and technology, importance for underdeveloped fields and its interdisciplinary significance.

B. Applicant and joint applicants:

Qualification of the applicant to carry out the project successfully. This should include qualification of the whole research team, technical and institutional background of the applicant and joint applicants and the results of their previous work in the field.

C. Basic aspects of the proposed solution:

In the Commentary please specify the merits and shortcomings of the project according to all the criteria of the Questionnaire.

In the Final verbal evaluation please summarize your opinion and express your final recommendation:
a) accept the project,
b) accept the project conditionally,
c) reject the project.

Type of programs and projects of GA CR

The main emphasis in the work of GA CR consists in support for projects of basic research, i.e., grant projects whose subject is selected by the applicant. The greatest amount of support is earmarked for standard projects; a program of post-doctoral projects was commenced in 1997 and a program of doctoral projects in 2003.

System of Evaluation of Grant Projects

The GA CR uses the international standard system of “peer reviews” for evaluation of applications for grant projects. In spite of all the potential inadequacies that this system of evaluation entails and which have also been encountered by foreign grant agencies, the “peer review” system is considered the best alternative.

The working organ of GA CR is the Presidium, named by the Government of the Czech Republic, headed by the President of GA CR. The GA CR Presidium decides on grant awards on the basis of recommendations of Discipline Committees.

Standard projects

Standard projects are scientific projects in basic research, whose aims and manner of implementation are determined by the applying institution or the applicant himself, as appropriate. A standard grant project lasts one to three years and, through a decision of the Presidium of GA CR in October of 2005, standard projects will have duration of up to five years starting from 2007.
